They are not "allowed" to sell the shirt without - but there are ways of getting them. I've got last years FarewellBoleyn home shirt in a Large mens without the sponsor. Always amazes me this time of year when most of the mock ups done by fans end up looking better than what Umbro will produce
The whole template thing doesn't help
Fans should be more involved... have a vote half way through the season based on old kits as to what the fans want next season etc...

It was mentioned in the transfer thread that our new kit is the same template as Everton's, with blue socks and shorts. Can one of our resident photoshop wizards knock one up in their spare time?
