I'm guessing they stopped traffic just a few seconds before. footage is sped up, but you can see there were more vehicles crossing. There were construction vehicles on the bridge and there were people in them. I don't think they've been located yet. You can see them with blinking yellow lights on their cab. That would be terrifying, and then horrifying if they didn't escape. It looked like there were no tugs guiding the ship out...
