If true, it probably wasn't the offer, Sevilla rejected, they woud bite the hands off any suitor for Euro's 36m for the player. According Marca , a second bid for Youssef En-Nesyri for 36 m Euro was rejected by Sevilla . And as the player rights are also shared between Sevilla and Málaga (a small %, but sill.. ), I think the case its just too complicated and too expensive for a player whos still in the develop, so maybe time...
