According to BBC News there were two port authority pilots on board. Not as useful as tugs when your steering fails.

I can't see how a no-fly zone would be enforced. It's not like the USA would press the button to shoot down an Israeli military aircraft. Anything short of lethal force will just be ignored by Benny.
