He's worth every penny.
Silva was literally one the best players who has ever played in the PL.

Paqueta is a rung or two lower than him on the ladder, at best.

Even by his standards that would be a weak excuse, £40m plus profits from the last 2 windows, and very likely £85m cash coming in from Citeh for Paqueta so there should already be a big budget, and anyway we still have to pay at the start of June, window doesn’t open until 14th. They have in fairness, already won 18 games. Set fair to win >50% of their league matches, which is creditable, given that they lost their talismanic goalscorer.

For balance, they've only had to play 41 games in total.
