But where is the incentive for clubs to do this? This would only come about if the club were made an example of with a huge fine or points deduction and I see no real clamour for either. Fans can be generally kept off the pitch with adequate stewarding but that does risk crushing, so sometimes safer to let them on. Just ban them.
