This is exactly what happened towards the end of Allardyce's tenure, don't know why anyone should be so surprised.
Board has lost faith in manager, refuses to sack and pay off, contract will wind down but in the meantime the manager will not be backed in the transfer window as they will be "abortive" signings and he will have to make do with players signed by the Chairman.

It's funny because Sullivan looks like he is incapable of multi tasking and working on more than 1 deal at a time an alarming weakness for an owner of a premier league football club who needs at least 3 in in the next 24 hours!

Sanches played 24 games for Benfica, and then 17 (mostly as a sub) for Bayern. That's it. Let's not make out that he's the finished article.
I imagine Clement has sold them on the fact that he'll give him a years worth of football and maybe make him into someone that Bayern can use next season.

He signed Hart, Arnautovic and Hernandez in a week. The thing is West Ham need to build a squad and Sanches is pure luxury until he goes back to his parent club. Unless there was an option for a permanent deal at the end of the loan I'm not sure i really see the point. Of course the biggest worry is if we are to spend any money on positions where we are short of quality players, as time is running out. Deadline day is a ridiculous way to approach business yet here we are again...
