I don’t even get why it’s important whether the bid for Joe Allen was true or not ....
If a bid was made why was it made on deadline day... this would of been a club record transfer... !!
If there was an offer then why couldn’t we get Dedoncker for £5 m less and why were we still in discussions for him on deadline day if we had the money or decided to go for Joe Allen...
Nothing they say makes sense if they are competently running the club or following a competent transfer strategy based on getting the players we need or have identified prior to any window starting... a club record bid makes no sense at all for a club like us with our resources (or lack of them) on deadline day... especially when other targets have been rejected for a lot less money...

It seems obvious that as a club we offer lower installments spread over longer periods of time than most clubs are willing to accept.

It's not really bidding that amount.
It would be, say, £5million up front with the rest to follow every year in installments. Then we'd sell him within 18 months and use that amount to pay off the amount owed.
For the selling club it might end up being £25million but to us it's like an expensive loan fee.
