You'd laugh if this was at your local course, but it's even funnier given the standard of the event.

For a three yard put, are there any rules that outlaw using your putter as a snooker cue and put the ball in that way ?

The player must fairly strike at the ball with the head of the club such that there is only momentary contact between the club and the ball and must not push, scrape or scoop the ball.
The ball must be struck with the head of the club so you can't use the grip end as a cue, also a snooker style shot is classed as pushing.

Is there any game with more pedantic pissy little rules than golf?
Was it Montgomerie a few years ago that picked his ball up when play was abandoned due to bad weather, and the next day there was a big hoo hah about whether he had placed it back on the same blade of grass?

Pissy and pedantic? Have you read the official football offside rules
The Montgomery incident wasn't about a blade of grass, it was whether when replacing his ball (play was suspended until next day) he gave himself a massive advantage by replacing it incorrectly. When play was suspended he was lining up his shot the ball was on the edge of a bunker and he was having to stand in it to play the ball, which was around waist height. When he replaced it next day, he put it in such a position that he was standing outside the bunker with a normal stance. That's cheating.

Something else about Monty's ball I've just remembered. When play was suspended, he marked the position of his ball in accordance with the rules. When he returned to resume play next morning, he said his ball marker 'had been removed' so he estimated its position, also in accordance with the rules. Most people thought he might have remembered having to stand in a bunker to play his shot but apparently not.

I had one the other day that I just had to laugh at

Didn't see until I got up that it had gone back 40 yards lol
