No I believe free agents can sign at any point through the season.

Nope:
If a player is out of contract prior to the close of the window he is free to approach and sign for a club outside the transfer window, but the club must gain the approval of the Premier League Board.

I think you need to have become a free agent during a transfer window to be able to sign for anyone outside of a window.

You and me both. It's an interesting point: if a player becomes out of contract outside the window, but is barred from signing despite being a free agent, then surely that's a "restraint of trade"?

In theory he could sign with a different club, but wouldn't be eligible to play/get a registration.

He’s on my list, as is Fernandes, as is Davis at Ipswich, Winks at Leicester. And then all three of Trafford, Esteve and Egan-Riley at Burnley, Sainz at Norwich, Ahmedhodzic at Sheff U, Neil and Bellingham at Sunderland, and Hackney at Boro.
