Not sure that's allowed is it? I thought you had to be ooc before the end of the window to be able to sign with another club after the window closes.

Nope:
If a player is out of contract prior to the close of the window he is free to approach and sign for a club outside the transfer window, but the club must gain the approval of the Premier League Board.

I think you need to have become a free agent during a transfer window to be able to sign for anyone outside of a window.

You and me both. It's an interesting point: if a player becomes out of contract outside the window, but is barred from signing despite being a free agent, then surely that's a "restraint of trade"?
