Although as winners of the group we are meant to play the 2nd leg at home on 16th March - the same also applies to Arsenal as winners of their Europa group.
Article 23:03 - If more than one club from the same city, or within a radius of 50km (31 miles) of each other, is taking part in any of the UEFA club competitions and/or plays in the same stadium, and if the association and the clubs concerned explicitly declare when entering the clubs that their matches cannot be played on the same day or on consecutive days, the UEFA administration may alter or confirm dates and kick-off times in accordance with the principles set by the Club Competitions Committee.
As Arsenal are in the higher competition, it means that our match is more likely to be moved. Typically they swap the home and away legs around, so our match may now be at home on 9th March 2023. We won't know for definite until after the Europa and Conference Round of 16 draws take place on 24th February 2023.

There was 1 game last season where we played at home in the Europa the same evening and time as Spurs did in the conference league. There would have been a 2nd game as well but Spurs had their final group game postponed.

I am pretty sure reading the rules this is not correct, the rules of the competition give the group winners home advantage in the the 2nd leg in this round so cannot be moved like this.
Happens all the time in London that there are European matches are played on consecutive days, these just this seasons games so far so worst case is we move to the Wednesday.

But based on the Police being happy with fixtures like these below going ahead on the on the same day I suspect there is a chance will be the 17.45 KO on the Thursday and Arsenal the 20.00 one or worst case we play on the Wednesday.

UEFA looked at not even allowing on consecutive days after Frankfurt played Real Betis on the Wednesday and met up with our lot after their match.
I don’t think The Met would object unless it was two notoriously tasty sets of away fans. Lots of London clubs play at home on the same day and it’s normally policed unless there’s a big event on like the marathon or something.
With regard to Betis and Sevilla, they’re not allowed to play at home on the same day as Liverpool and Everton arent here, it’s not a UEFA decision.
I could see UEFA putting their oar in and moving our game though.
